Oleg Panfilov was born September 7, 1957 in Leninabad (now the Khujand), Tajikistan
In 1979 he graduated from the Faculty of Arts at the University of Khujand
In 1979-1989 he worked as a research fellow of the Institute of History of the Academy of Sciences of Tajikistan, scientific interests – ancient art, archeology, history, ethnography

In 1989-1990, he was a founding member of the Cultural Foundation of Tajikistan, engaged in the study of national minorities
