დავით თარხნიშვილმა 1982 წელს დაამთავრა თბილისის სახელმწიფო უნივერსიტეტის ბიოლოგიის ფაკულტეტი. 1987 წელს სვერდლოვსკის (ამჟამად ეკატერინბურგი) ეკოლოგიის კვლევით ინსტიტუტში დაიცვა საკანდიდატო დისერტაცია ეკოლოგიაში თემაზე – ”ამფიბიების სახეობათაშორისი კონკურენცია”. მუშაობდა თბილისის სახელმწიფო უნივერსიტეტში, ატარებდა პოსტსადოქტორო კვლევებს ბანგორის უნივერსიტეტსა (დიდი ბრიტანეთი; 1996-1997) და ბონის ზოოლოგიის ინსტიტუტში (გერმანია, 1999-2003). ძირითადი კვლევითი საკითხებია: ამფიბიების და ქვეწარმავლების ეკოლოგია, ბიოგეოგრაფია, პოპულაციური გენეტიკა და ევოლუცია. გამოქვეყნებული აქვს ასზე მეტი სამეცნიერო ნაშრომი. ილიას სახელმწიფო უნივერსიტეტში მუშაობს 2006 წლიდან. სხვადასხვა დროს იყო სიცოცხლის შემსწავლელ მეცნიერებათა ფაკულტეტის დეკანი და ეკოლოგიის ინსტიტუტის დირექტორი.
