Position:Associate Professor
Irakli Katcharava serves as the Head of the Public Debt Management Department at the Ministry of Finance of Georgia. He has over 15 years of experience in public debt management and has made a significant contribution to the development and strengthening of Georgia’s institutional and legal framework for public debt management.
Throughout his career at the Ministry of Finance, Mr. Katcharava has held several managerial positions. His responsibilities have covered a broad range of areas, including public debt management, macroeconomic forecasting, fiscal policy analysis, and fiscal risk assessment. In these roles, he actively contributed to the development and enhancement of Georgia’s macroeconomic and fiscal management systems.
In parallel with his work in Georgia, Mr. Katcharava has been participating as a short-term international expert in technical assistance missions of the International Monetary Fund (IMF), the World Bank (WB), and the Asian Development Bank (ADB), supporting capacity-building efforts in public debt management across East and West Africa, Eastern Europe, and Asia.
Since 2011, Mr. Katcharava has been teaching courses in statistics and economics at various public and private universities in Georgia.
He holds a Master’s degree in Economics from the International School of Economics at Tbilisi State University (ISET).
